25 years ago, we took an important step towards a circular economy with the introduction of extended producer responsibility.
And it has delivered results: in just one generation, 3 billion kilograms of electronic waste have been collected and recycled to a high standard! Today, we collaborate with 30,000 collection points for both consumers and businesses. Together, we’re also setting the stage for the next generations.
Our Approach
Our approach ensures a level playing field where all producers and importers contribute equally. We continuously innovate and improve the collection system. Collectively, we implement individual producer responsibility. In close cooperation with industry organizations, we represent the interests of 5,000 affiliated producers and importers. Thanks to our network and research, they can respond more quickly to future changes. Together, we ensure that discarded devices, lamps, and batteries don’t end up as useless waste but instead become valuable resources for reuse in the next generation of products.
If you, as a producer, importer, or reseller, are the first to place electrical appliances, lamps, batteries, and/or (bicycle) batteries on the Dutch market, the legal Producer Responsibility applies to you. Register with Stichting OPEN.

We see that more and more producers and importers are considering the entire lifecycle of products and embracing producer responsibility.
Producers and importers of appliances, lamps, batteries, or (bicycle) batteries are required to pay a waste management contribution to Stichting OPEN. This amount is based on the annual production and/or import report. Through the waste management contribution, we ensure a level playing field, with everyone sharing the cost of the collection and recycling system
If you export appliances, lamps, bike batteries, and/or batteries, it is important to be aware of various regulations. These differ for unused and used products. We have outlined two regulations for you.
Do you want to use a product that has acquired waste status? Specific rules apply. For processing, recycling, or reusing (parts of) discarded appliances, a CENELEC certification is required. We encourage producers/importers to collect discarded appliances, lamps, and batteries themselves. By doing so, you contribute further to the collection of these products in the Netherlands, ensuring that more discarded appliances enter the proper recycling circuit. This is our Incentive Scheme.
