If you, as a producer/importer/reseller, are the first to place electrical appliances, lamps, batteries, and/or (bicycle) batteries on the Dutch market, the legal producer responsibility applies to you.
Register with Stichting OPEN and report annually what products you place on the market. You will pay a waste management fee that is used for the collection, sorting, and processing of discarded products.
