Support the collective with extension of the AVV

Extended Producer Responsibility (UPV) for electrical and electronic appliances is celebrating its 25th anniversary. Stichting OPEN plays a key role, as a non-profit governing organization, in implementing the UPV.

The agreements on how Stichting OPEN implements the UPV are laid down in a waste management contribution agreement (ABBO) that has been declared generally binding by the government, the so-called AVV. The current GTC of the collective system for electrical and electronic appliances and lamps, granted to the OPEN Foundation, expires at the end of 2025 and needs to be renewed.

Why is an AVV important?

Every producer and importer of electrical and electronic appliances and lamps in the Netherlands has a legal producer responsibility, including the achievement of a legally determined collection percentage. In addition, a properly functioning national collection system, efficient and high-quality processing of waste electrical appliances and lamps must be ensured, and the results achieved must be reported annually to the government. The AVV secures the financial basis for the implementation of the legal obligations and serves to finance the collection and recycling system of waste electrical appliances and lamps.

Fair distribution of costs and an affordable system

A nationwide collective collection and recycling system can only be maintained efficiently if every producer and importer contributes. This is secured with a General Binding Declaration that ensures that all producers and importers must pay a waste management fee to cover costs. This ensures a level playing field. The current GTC ends December 31, 2025 and given the lead time of the procedure, a new request for GTC will be submitted to the government April 1, 2025. A new AVV will be sought to take effect January 1, 2026.

New application for AVV

With a new AVV, the OPEN Foundation can continue to fulfill producer responsibility collectively on behalf of all producers and importers in an efficient manner. A collective through the OPEN Foundation has a number of advantages:

  • A level playing field for all producers and importers. An AVV ensures a uniform obligation for all producers and importers, regardless of their size, preventing distortion of competition.
  • Fair distribution of costs. The ‘level playing field’ principle is central. The waste management fee is distributed proportionately and fairly among participants and ensures that companies can fulfill their responsibilities.
  • Compliance with legislation. Stichting OPEN has the expertise and resources to ensure compliance with legal duties. You don’t have to worry about complex regulations or reporting obligations to the government.
  • Contribute to a circular economy. By participating in Stichting OPEN, you contribute directly to a circular economy. We work with municipalities, collectors and recyclers to recover as many raw materials as possible and prevent waste.
  • Focus on your products. By letting us handle your producer responsibility, you can focus on what you do best: business. We ensure that the chain of collection and recycling runs smoothly and professionally.
  • Efficiency through collectivity. By joining Stichting OPEN, you benefit from a well-organized collective collection and recycling system. This prevents a fragmented landscape and ensures uniformity.

With the AVV application, Stichting OPEN strengthens the collective system that makes collection and recycling possible.

By agreeing to the new AVV application by clicking yes (or no) via the statement in the MyOpen system, you agree or disagree that Stichting OPEN should collectively fulfill individual producer responsibility on behalf of you and your company. Your company is completely unburdened and all producers and importers contribute equally.
